Background
Perfect Circle and its extensive supply chain network has been appointed by Adur District Council to provide services on a number of commissions.
The district council looked to Perfect Circle to deliver project management of refurbishment projects, commercial surveying, staff secondment and viability advice.
Requirements
In response to local housing needs, the district council has committed to the development of the first authority delivered accommodation in the district since 1989.
The new complex, overlooking the sea, will provide 15 affordable homes available for rent and 29 private homes for sale.
In other areas of the district, the council required professional assessments of the use of the council’s commercial portfolio and existing housing stock to investigate the development of new affordable properties to rent.

Challenges
The housing complex development involves the co-ordination and careful management of multiple stakeholders across the public and private stakeholders.
The council also looked to Perfect Circle to provide solutions and innovation that would help the local authority monitor the efficiency of facilities and determine how its properties are being used.
Outcomes
Perfect Circle has structured agreements with the private sector and orchestrated relationships between the council and private partners, ensuring a collaborative approach to the development.
Perfect Circle’s direct appointment, and pre-defined rates for professional services has allowed Adur District Council to deploy services quickly, with value for money guaranteed.
Smart technology and the installation of automated lighting will be included in the schemes to monitor air quality and detect leakages, increasing the council’s understanding of how properties are being used.
Passive heat monitoring will also be used enabling Adur District Council to monitor how many occupants are within a building at any given time. In the event of emergency, it will be able to give occupancy data to emergency services.
